Dashboard API (Dev)

Development instance of the Dashboard API, running the same NestJS codebase as production but connected to testnet blockchain networks and a separate dev database. Used by Nawar and the backend team for feature development, API testing, and QA validation before promoting changes to production. Also depends on Absinthe for XP features. If down, the dev Dashboard frontend is completely unusable, blocking frontend development and integration testing.
